The 3282 Summit was held in Petrograd, Staraya and was the special meeting to adpot the Second Soviet Constitution. The meeting took place over two days, where debates on voting systems dominated the question periods. After several amendments, the constitution passed by a margin of ten votes to zero. The states that supported the constitution were:
